Rental Inspection Program
The Joliet City Council adopted a multi-family rental inspection program March 31, 1986 with endorsement by various neighborhood organizations and civic groups. The purpose of the inspection program is to ensure that rental property in the city is safe, sound, secure and code compliant.
Rental Housing may consist of a single-family home, a two-unit family dwelling, multifamily units containing more than two (2) units. A hotel having long term residents defined as any person who occupies any room in a hotel or motel for at least seven (7) consecutive days. A permanent resident is a person who occupies any room in a hotel or motel for at least thirty (30) consecutive days. To rent a unit is giving permission to occupy a dwelling.
Single-family and 2-unit owner occupied buildings are not part of the Rental Inspection Program, however they can be subject to the rental inspection program if certain criteria exist such as:
- The dwelling or lot is the subject of three or more calls for police service within a twelve-month period due to misconduct of the tenant or the guest of the tenant.
- The dwelling or the lot has three or more violations of any applicable code, ordinance or law within a twelve-month period.
- The City Council has declared the dwelling a public nuisance due to the condition of the property or the conduct of the tenants or guests.
The twelve-month period is not measured on a calendar year but on a continuously rolling period; the trigger is a complaint, calls for service or violations that require the city’s intervention within the previous twelve months.
All rental dwellings shall be inspected at the least every two years unless a complaint is received. Any dwelling that has undergone a biennial inspection and has not been cited for any violation during the inspection or if no more than 5 violations (none of a serious nature) were noted and were abated at the 1st re-inspection may be eligible for a two year extension so that the next inspection shall occur four years from the date of the initial inspection.
If a property has been issued an extension and is in receipt of a four year certificate this certificate can not be transferred to a new owner due to the sale of the property.
There are some specific reasons wherein a certificate may be revoked such as but not limited to:
- A person knowingly permits illegal drug-related activity or prostitution-related activity to occur on or within the premises.
- The property constitutes a public nuisance.

Fees for the initial inspection through the Rental Inspection Program are:

If a re-inspection is needed the additional charge will be $10.00 per unit or common area and all subsequent inspections will be $18.00 per unit or common area with violations.
