Rental Inspection Program
The Joliet City Council adopted a multi-family rental inspection program March 31, 1986 with endorsement by various neighborhood organizations and civic groups. The purpose of the inspection program is to ensure that rental property in the city is safe, sound, secure and code compliant.

Sec. 8-161. Fees.
Between September 1, 2008 and August 31, 2010, the following fee schedule shall apply to each initial inspection required by this division:

Note: In cases where the above formula produces a total fee that is less than the total fee for a smaller facility, the fee for the smaller facility shall be applicable (e.g., in 2010 a 13 unit facility shall pay the total fee assessed a 12 unit facility) |
The following fee schedule shall apply to each re-inspection required by this division which is not a biennial inspection and which is necessitated by the existence of code violations noted during a biennial and quadrennial inspections

For the purposes of this section, an “emergency re-inspection” shall mean a re-inspection conducted to determine if code violations declared in writing by the inspector to constitute an imminent threat to life and safety have been abated. Emergency code violations shall include, but are not limited to, the following:
- Insufficient heat
- Overcrowding
- Excessive levels of carbon monoxide
- Inoperable or missing smoke or CO detectors
- Exposed electrical wiring
- Unsafe use of extension cords
- Use of kitchen equipment for space heating
- Indoor accumulation of human or animal waste or garbage
- Structural instability
- Unsafe heating equipment
For purposes of this section, the term “unit” shall mean either dwelling unit or rooming unit. A “unit” shall also include a dwelling unit or rooming unit used or occupied by the owner or the owner’s representative.
Where a rental dwelling does not have a current certificate of inspection, then for purposes of calculating the fee therefor the first inspections of the structure shall be deemed the biennial inspection.
The fee established herein for the first re-inspection necessitated by the existence of any code violations noted during a biennial inspection shall be waived if all such violations have been abated by the time of the first re-inspection.
